Senior Supply Chain Governance and Quality Assurance Manager

You will be joining the Finance Division, in particular the Supply Chain department. Within this department you will contribute to the mission and objectives of the “Supply Chain Governance, risk & control” team.

Your role will be to act ad interim for the following function and perform specific projects

Function:

  • Own one key the Banks policy and associated procedures, the Purchase of Goods and Services policy
  • Develop and maintain the governance (process, procedure, tools, …) supporting the activities and compliance to this policy in line with regulatory, risk and compliance requirements
  • Lead the development , maintenance and implementation policies, processes and procedures
  • Create awareness and training on policies, procedures and controls
  • Develop, maintain and implement an adequate control framework ensuring quality and compliance and enabling any moment to evidence these
  • Monitor the effectiveness of the control activities associated with this control framework, report on identified control issues (“control gaps”) and plays a key role in issue resolution and future planning
  • Drive for improvement and maturity increase of the governance and its control framework.
  • Support the business in maturing their understanding and compliance of the control framework
  • Continuously stimulate risk and control awareness in the Supply Chain team
  • Develop programmes to focus the Supply Chain team members and clients on the improvement of risk and control
  • Manage the relationship with other departments such as Risk, legal and compliance, in order to capture new regulatory, legal and compliance requirements impacting the supply chain governance & control framework
  • Play an active role in the risk management of the department, ie: monitoring I-tracks, coordinating Positive Assurance Report and Control self-assessment
  • Monitor operational performance of the department and provide management with adequate reporting and proposed actions where needed
  • Coordinate x-departmental exercises (e.g. Supplier Risk Assessments)

Practical Projects

  • The mission will focus on Tendering/Sourcing related projects:
    • Document and ensure implementation as well as ongoing oversight of the Purchasing delegation for entities and Divisions in the Group and that the end to end tendering and selection processes are sufficiently specific and understood by all stakeholders
    • Embedding the use of the sourcing strategy in the day-to-day procurement activities & roll-out of defined action plans
    • Define, document and implement the rules and controls around the selection of “preferred suppliers” or “sole source procurement”: (i) when can this be applied, (ii) when/how should the selected supplier be recertified and (iii) who must approve exceptions and how?
    • Define and implement reporting & controls for tendering
    • Enrich the control framework to monitor compliance with the process, rules and associated controls
    • Build a Checklist for Category Managers: Active contribution to the elaboration of the checklist for CM’s wrt sourcing topics
    • Sharing our Policies, training, SOP etc onto the corporate communication tool

Qualifications

Required experience and knowledge:

  • Experienced in PROCUREMENT governance, policies, risk and controls, particularly focusing on tendering/sourcing.
  • Experienced (minimum 5-10 years) procurement/supply chain governance/Risk/control projects
  • project manager, able to drive and control an initiative with multiple experts

  • Fluent in written and oral English.
